Ex-post evaluation of Cohesion Policy Programmes 2007-2013 – WP4: Support to Large Enterprises

The aim of the seminar is to discuss the evaluation findings and to deepen the analysis of the ex-post evaluation of support to large enterprises in Cohesion Policy programmes 2007-2013 by receiving input from the invited experts, representatives of the implementation system and Commission officials. This evaluation is conducted under Work Package 4 of the general ex post evaluation of Cohesion Policy programmes 2007-2013, focusing on the European Regional Development Fund (ERDF) and Cohesion Fund (CF), commissioned by the Directorate-General Regional and Urban Policy of the European Commission.

The evaluation team from KPMG and Prognos seeks to challenge the preliminary results gained from the evaluation so far in the frame of this stakeholder seminar. Preliminary findings will be presented on the rationale, implementation and evidence of effectiveness of Cohesion Policy support to large enterprises, both from quantitative data analysis and eight case studies. The case study countries include Austria, Czech Republic, Germany, Hungary, Italy, Poland, Portugal and Spain. The discussion will focus on identifying further evidence for (or against) the preliminary findings and their consequences on current and future policies.

Overall, up to 50 participants will be invited to the seminar from the following groups:
• Policy designers and decision makers
• Administrators and implementers
• Evaluators, experts and beneficiaries.
