The consortium led by Ismeri Europa and comprising Applica and Quadrant Conseil will carry out the mid-term evaluation of JASPERS support under the 2022-2027 JASPERS Contribution Agreement.

JASPERS (Joint Assistance to Support Projects in European Regions), established in 2006, provides technical assistance to EU and candidate countries, helping them develop high-quality projects for European funding. Our evaluation will examine JASPERS’ evolving role in tackling strategic challenges, including the digital and green transitions, as well as its efforts to expand capacity-building initiatives. A particular focus will be placed on JASPERS’ capacity-building workstream.

The key tasks of this mid-term evaluation include:

• reviewing key documents related to JASPERS’ implementation;
• analysing JASPERS’ portfolio of assignments;
• engaging with stakeholders to gather further insights into JASPERS’ activities.
